Costa Rica, through the Costa Rican Institute of Electricity (ICE), has financing from the Inter-American Development Bank (IDB) for the "Second Program for Renewable Energy, Transmission and Distribution of Electricity". This call for International Public Bidding (LPI) aims at the technological modernization of the Ventanas Garita hydroelectric plant.

Scope of the offer
Specialized equipment: Acquisition of turbines, generators, intake valves, conduction valves, vent and restitution gate lifting systems, auxiliary equipment, SCADA systems and protection systems and own service.

Required services: Execution of on-site assembly services, installation supervision, technical acceptance testing, technical training programs and post-contract execution assistance services.

Presentation modality: Proposals must be delivered in a sealed envelope in a strictly physical way at the one-stop shop of the Bidding Area (DIPOA Building) of the ICE. The submission of bids by electronic means will not be authorized.

Qualification Requirements and Conditions
- Financial Capability: Demonstrate financial strength by submitting audited financial statements, annual income level, minimum working capital required, and a risk and consistency assessment based on the mathematical indicator Z-Score.

- Technical experience: Prove through supporting documentation the specific technical experience of the manufacturer of the equipment, the institutional offeror and the key personnel assigned to the project.

- Evaluation mechanism: The selection process will apply the Best Final Offer (M.O.F.) method according to the IDB's procurement guidelines. No margin of preference shall be granted to undertakings or consortia of national origin.

- Guarantee of seriousness: Each economic application must be backed by a Guarantee of Maintenance of the Offer for a fixed sum of USD 450,000.00.
