Description
The services required for the project include:
i. Undertaking a literature review of relevant existing documentation in relation to the services to be provided and conduct research specific to best practices, lessons learnt and regional experiences in the development of data centres;
ii. Holding stakeholder meetings with key personnel from the Ministry of Innovation, Science and Smart Technology and other relevant Ministries, Agencies or Departments (MDAs) to ascertain the requirements of the Government of Barbados;
iii. Assessing the Government of Barbados’ data centre and secondary site to determine fit for purpose and provide recommendations for development, improvement and/or upgrade;
iv. Recommending policies and procedures to meet data centre industry best practices for the Government of Barbados’ data centre and secondary site;
v. Assessing the natural disaster risks, manmade disaster risks and adequacy of infrastructure facilities of the locations (communication, power, utilities, network connectivity, telecommunication facility etc.) and shall suggest mitigation plan for the identified risks;
vi. Identifying the constraints and strategic advantages of the locations, adequacy of space for the government’s present and future needs;
vii. Specifying the critical components for the centre which should have flexibility and scalability;
viii. Taking into account the following but not limited to for the development, improvement and/or upgrade of the centre – Physical Infrastructure Design (size, floor layout etc.), Server Racks Requirements, Power Supply Requirements; Environmental Control/Protection; Security and Access Control; Network and Communication Facilities; USP Room Design; Fire Safety; and Relocation and Installation Services;
ix. Identifying the critical issues to be addressed and propose a detailed design plan to develop, improve and/or upgrade the data centre and secondary site to make them suitable for the proposed needs;
x. Generating detailed specifications of machineries and equipment, cost estimation, and method of budget allocation etc. for the data centre and secondary site; and
xi. Assessing the need for implementing an energy efficient data centre.
