The housing deficit is not limited to the absence of a roof; it involves assessing multiple structural and non-structural aspects of housing. Estimating it requires setting minimum habitability standards and having reliable data to compare people’s actual living conditions against those standards. Censuses, household surveys, administrative records, and even satellite images are some of the data sources used by national statistical offices for this purpose.
