The Inter-American Development Bank (IDB), in coordination with the ANCAP Group of Uruguay, is calling on consulting firms to submit proposals to develop the market study and commercial competitiveness assessment of a renewable diesel (RD) and sustainable aviation fuel (SAF) production project through the HEFA technology route, in order to support the investment decision and the negotiation of purchase agreements (offtake).

1. Global and Regional DR & SAF Market Analysis
Scenarios and demand to 2050: Evaluate the supply, demand and marketing flows of renewable diesel and SAF to key markets (European Union, USA, Canada, Brazil and ICAO) under three regulatory evolution and decarbonization scenarios.

Commercial strategies and prices: Analyze contractual modalities (spot, offtake, short and long-term contracts), identify buyer profiles (traders, distributors, airlines) and formulate long-term price scenarios based on raw materials and carbon intensity.

Regulatory Framework and Certification: Map current certification requirements, blending mandates, and incentives and their projected evolution in target markets.

2. Evaluation of competitiveness and infrastructure in Uruguay
Regional Comparative Analysis: Compare the project with at least three similar initiatives in the region (Brazil, Argentina, and Paraguay), analyzing scales, raw materials, production costs, and operational challenges.

Logistics and netback prices: Determine export costs, calculate netback prices in the Río de la Plata and evaluate the feasibility of supplying the marine fuels market with co-products from the plant.

ANCAP Project Diagnosis: Evaluate the competitive advantages and constraints of the project in terms of location, integration with the existing refinery, available logistics infrastructure and diversification of the raw material mix.

3. Expected Products and Reports
Output 1 — Work plan: Methodological proposal, schedule of activities and identification of information requirements.

Output 2 — DR and SAF Market Report: Long-term diagnosis (2050) on demand patterns, buyer profiles, marketing schemes and price scenarios.

Output 3 — Competitiveness report and recommendations: Comparative diagnosis against regional competitors, logistical viability and strategic recommendations for ANCAP's investment decision-making.
