In order to increase competitiveness in the country, the Peruvian Congress approved Law No. 30224, through which the National Quality System (SNC) is created, and in turn, the National Quality Institute (INACAL); as a functional system that integrates and articulates principles, standards, procedures, techniques, instruments and institutions, in order to promote and ensure compliance with the National Policy for Quality with a view to the development and competitiveness of economic activities and consumer protection.

The general objective of this consultancy is to develop a public investment project that allows improving the provision of Quality Infrastructure services to MSMEs at the national level, through the development and implementation of replicable and sustainable quality tools, in order to contribute to the improvement of its competitiveness and productivity. The specific objectives of this consultancy are:  

• Analyze, as a reference framework, the state of MSMEs and the environment in which they operate, as well as the degree of knowledge, access, understanding and use of quality infrastructure services, especially those that operate in the agro-export, mining and manufacturing sectors.
• Evaluate the demand for services of the Quality Infrastructure, the capabilities of INACAL to provide services and define the service gap to be addressed, considering for this the knowledge, access, understanding and use of this type of services.
• Identify the opportunities for intervention and propose a project that contains strategic activities, as components, that contribute to reducing the gaps in quality infrastructure services, in terms of knowledge, access, understanding and use, in the MSMEs of the prioritized sectors.

The consulting services ("the Services") include the Formulation of a public investment project for the strengthening of the quality infrastructure for the reduction of quality gaps in SMEs. The estimated term for the completion of the service is 5 months and the estimated budget is USD 25,000.
