The Government of Belize (GOB) has received financing from the Inter-American Development Bank (IDB) for the execution of a five-year tax modernization project entitled “Strengthening of Tax Administration” (BL-L1031). The main beneficiaries of the Project are:

(a) the Government, which will have more revenues to implement its public policies;

(b) taxpayers, who will have more support and a digital environment to fulfil their tax obligations; and

(c) the population, from the government policies implemented.

Through this project, the Belize Tax Service Department (BTSD) has procured a Modern Integrated Tax Administration System (the Revenue Management System (RMS)) and is presently in the implementation process.

This new system will be used in the management of the Belize Tax Administration.

The consulting services (“the services”) includes the contracting of a consulting firm for a period of six (6) months to Implement the New Business Model Processes and Procedures. The main activities of the consultancy includes:

1. Development of the action plan for the Implementation of the New Business Model Processes and Procedures across BTS Administration.

2. The development of the Standard Operating Procedures (SOPs) and the Desk/End-Users Manuals. (Registration; Filing management; Assessment; Audit; Accounting, payments, refunds and revenue distribution; Enforced collection; Legal; Compliance management; Service management; International corporation).

3. Execute specific workshops virtually by functional areas to disseminate the new and enhanced business model along with necessary training and support to Tax Operations.

4. Execute a Pilot of the New Model Business Processes and Procedure by Functional Areas (Taxpayer Service; Compliance Management; Enforced Collection; LTO; Audit; Legal; Accounts)

The general objective of the consulting services ("the Services") is to propose improvements to the current regulatory framework in Colombia to facilitate the development of value chains in the bioeconomy. Specific objectives include:

I). Identify the main regulatory bodies that affect the value chain in the bioeconomy.

II). To propose a detailed and expeditious technical standard for the import processes of a) specialized scientific machinery and equipment, and b) biological material for research purposes.

III). To propose a detailed and expeditious technical norm for obtaining collection permits for non-commercial research and contracts for access to biological and/or genetic resources, or derived products.

IV). To propose improvements to the process of issuing sanitary registrations, licenses and technical regulations for the approval of new bioproducts.

V). Propose specific improvements to the regulatory aspects that hinder the attraction of researchers and advanced human capital trained abroad.

The estimated timeframe to complete the services is the first four months of 2022 and the initial budget is estimated at USD40,000.

The purpose of this bid is the supply, installation and start-up of a biodigestion system for the treatment of municipal solid waste generated in the municipality of Xalapa, Veracruz. The Biodigestion Plant will treat the Recovered Organic Waste (ROR) from the MSW of the municipality of Xalapa. It is expected to meet a demand of about 50% of the solid waste produced in the municipality of Xalapa.

It must have the capacity to provide a biodigestion and biogas storage volume for a capacity of 12,000 t/year of ROR, as well as a mechanical pretreatment for a capacity of 73,000 t/year of MSW.

The biodigestion process will consist of the following stages: MSW reception and discharge, simple mechanical pretreatment (recovery of materials and separation of improper materials), anaerobic biodigestion, aerobic stabilization of the digestate, storage and energy recovery of the biogas for self-consumption by the biodigestion plant, and export of the surplus.

The Bidder shall carry out all the engineering works necessary for the adaptation of the design, manufacture, assembly, commissioning and operation of all the equipment and systems included in the Biodigestion Plant required by the Municipality of Xalapa. The Bidder must provide proof of work experience in works of similar nature and magnitude, in which its participation is verifiable, noting the name of the contractor, description of the works, the place where they were carried out, total amounts, amounts executed or to be executed and the expected completion dates, including copies of contracts, settlement and termination of rights and obligations or their foreign equivalents, which prove the experience and technical capacity in similar works. The Bidder must have an engineering and architectural team, with the necessary specialist support, stable and led by competent technicians. The technician leading the engineering team will be, in turn, the Project Manager, and will therefore coordinate, integrate and supervise all the components of the Biodigestion Plant of the Municipality of Xalapa, including all the technologies used. In the testing phase prior to start-up, compliance with the project specifications must be verified in the infrastructure, equipment and installations in order to begin start-up. All these costs will be included in the bid. The delivery/construction period is: 325 working days including the commissioning period.

The elaboration of the design (Technical File) and construction of the work, equipment and furniture of the project "construction of the central archive of the Comptroller General of the Republic in the District of Santa Rosa - Department of Lima" has a budget of S/.7,342,038.40 (seven million three hundred and forty-two thousand and thirty-eight thousand and thirty-eight with 40/100 soles) including IGV (Value Added Tax). The term is 260 (two hundred and sixty) calendar days.

For the creation of the Laboratory Service in Biotechnologies for South American Camelids at the CIP La Raya of the Universidad Nacional del Altiplano - Puno, District of Santa Rosa - Prov. of Melgar, the qualification requirements include:

- Minimum accumulated billing of S/. 90'000,000.00 in general works in the last ten (10) years (2010-2019).

- To have executed at least one (1) similar work in the last ten (10) years (2010 to 2019), for an equivalent amount of at least S/. 43'110,000,000.00 or two (2) similar works in the period 2010 to 2019 that added together amount to S/. 43'110,000,000.00, being each work not less than S/. 21'000,000.00.

Qualification requirements include among others: compliance with technical requirements, related services, compliance with the technical specifications of the goods offered.

Delivery will include the provision of the goods, installation and training, together with verification of the correct operation and measurement of data from the stations under the same conditions (function test).

The consulting services ("the Services") to be contracted are in the field of education, and consist of the Development and Implementation of a Supervision and Teacher Accompaniment Plan for the Third Cycle of Basic Education in Honduras.

SCOPE AND DURATION OF SERVICES

The purpose of the consultancy is to strengthen teaching capacities through the articulation of the Supervision and Teaching Accompaniment Model approved by the Ministry of Education (SEDUC) with the Framework for Good Teaching; and its subsequent implementation and validation through a pilot, benefiting teachers, managers/facilitators and directors of the third cycle of Basic Education in the area of influence of the Youth Project; thus allowing the stimulation and development of the necessary competencies for life and work (21st century skills) in students of the third cycle of basic education.

The expected term for the execution of these services has been estimated in eighteen (18) months (including field visits in the intervention area of the Program during the execution of the services). The consultancy must be executed in Spanish.

PRESENTATION OF EXPRESSION OF INTEREST

Interested consultants must provide the following information in Spanish indicating that they are qualified to provide the services:

General Information of the Consultant: Document issued by competent authority of the country of origin of the consultant (or consultants in case of association), which accredits the legal personality and legal existence of the interested consultant; nationality, country of incorporation, main areas of activity/specialization, organization chart, description of the personnel it has, address/location, telephone, e-mail and name of the authorized representative (legal). In case of partnership, submit the above data for all members, and indicate the designation of the lead consultant and the name of the representative.

General Experience: Experience (in years) in teacher training, quality of learning and/or innovative models of teacher accompaniment. 

 Specific Experience:

- At least two (2) experiences in the design and accompaniment of teacher training strategies to achieve the development of soft skills with innovative approaches, in students.

- At least two (2) experiences in the development of teacher supervision and accompaniment programs that privilege training in practice.

- At least two (2) experiences in the use of technology to facilitate the process of supervision and teaching support.

There is no pre-established format for submitting this information. CVs are not required at this stage of the process. Each project of the specific experience must be accompanied by the documentation that evidences the veracity of the information provided, such as contracts with their respective settlements, minutes of reception or acceptance and/or certificates from the contractor, scientific publications, evaluation of results and/or impact, and any other documentation that reflects the name of the consultancies carried out, name of the consultant and the contractor, amount and date.

Consultants may participate independently, or may be associated in the form of joint ventures or subcontractors, in order to improve their qualifications. For the purposes of establishing the short list, the nationality of the consultant shall be that of the country in which it is legally incorporated or incorporated, and in the case of joint ventures, it shall be the nationality of the consultant designated as representative.
