The consulting services (“the Services”) include:

1. Proposed new vaccine production facility pre-feasibility study.

a. The Firm is to conduct a pre-feasibility study for the type of facility agreed upon in Phase 1. The study should identify enablers and barriers for the new facility to be able to operate in a sustainable manner.

b. The Firm must then recommend potential solutions for these gaps, especially ones which can be effectively implemented by governments or through government support and evaluate the feasibility the proposed solutions can be implemented successfully1 . A recommendation on where the facility should be located must also be made if a location wasn’t already agreed as part of Phase 1

c. The Firm must deliver a high level production facility business case which covers the following: Estimated capital expense (CAPEX), operational expense (OPEX) and Cost of Goods (COGs) for the products to be made there, an explanation of the scope of the facility (capacity during pandemic and non-pandemic times, production steps and technologies to be employed), timeline for facility build and licensure and finally the economies of scale and internal operational considerations (facility utilization, product portfolio, etc) needed for the facility to be viable in both pandemic and nonpandemic times. A preliminary financial model including CAPEX, OPEX and COGs estimates should be created to detail the overall financial viability of the facility over the initial 5-10 years of operation.

d. The Firm will participate in a series of meetings to keep the Steering Committee and Member States abreast of the findings of the pre-feasibility study as it is being conducted

2. Co-develop, facilitate, and actively participate in workshops to define a strategic roadmap for implementing new vaccine manufacturing facility.

a. A workshop will be held where the final recommended concept package for the new vaccine facility will be presented by the Firm to Member States for validation2 . If the outcome of the pre-feasibility study is positive, the concept package will serve as the foundation of what will be used to engage potential financiers, technology transfer partners, facility design firms and other firms required for the project.

b. The Firm will create a roadmap for the implementation of the approved facility concept package. The roadmap shall layout the steps required to progress from the end of the pre-feasibility study through to final facility project execution. It must also include a list of roles and responsibilities for the entities required to progress through this roadmap. A final workshop will be held for Member States to review and validate the roadmap.

3. Co-develop, facilitate, and actively participate in a public/private forum to socialize the results of pre-feasibility and discuss the roadmap

a. Firm(s) shall present an overview of the roadmap and pre-feasibility and how they lead to the final recommendations which were approved by Member States.

b. Forum attendees to provide feedback, pressure test the concepts and express willingness or ability to participate in such a cooperative agreement

c. Forum attendees to include but are not limited to: representatives from Member States, the Bank, global health organizations (i.e., PAHO, WHO, CEPI, COVAX), local vaccine and pharmaceutical manufacturers and other actors in the local vaccine supply chain.

The purpose of the project is to strengthen the General Registry of Real Estate Property by means of a modern and dynamic management system that allows for the efficient execution of the registration and publication of any document that affects the legal status of a property. 

 The contracting of consulting services is proposed to achieve the following objectives:

- Development and implementation of the Digital Unified Real Folio System. To develop the Digital Unified Real Folio System that improves and makes efficient the technique of registration in Folio Real provided by law, with Web Services that allow interoperability not only between the headquarters of the Registries, but also with other public and private organizations.

In order to achieve this objective, the following activities are foreseen:

- Improvement of processes

- Survey, review and definition of the scope

- Elaboration of the functional analysis

- Database design

- Application development and testing

- Implementation, deployment and support

- Technology transfer

- Digitalization of paper license plates. To develop and implement the digitalization of paper license plates in order to increase the quality of the services provided by the State by incorporating information and communication technologies, simplifying procedures, promoting process reengineering and offering citizens the possibility of improving electronic access to secure, coherent and comprehensive information.

In order to achieve this objective, the following activities will be carried out:

- Study the improvement of processes

- Execute digitization

Migration to a Single Database To have a single database, based on the transfer of information contained in the existing systems at each Registry headquarters (Santa Fe and Rosario), which will provide greater legal security, working hard on the quality of the data.

In order to achieve this objective, the following activities will be carried out:

- Survey and analysis of the data stored in each of the headquarters, so as to define in detail how the transfer will be made according to field by field from the old to the new base defined in the previous objective.

- Improve user service, training staff to achieve quality management and with full knowledge of the changes generated, implementing institutional strengthening actions of the General Registry of Real Estate Property.

In order to achieve this objective, the following activities are foreseen:

- Training of all the staff of the General Registry of Real Estate Property of the Santa Fe and Rosario headquarters and the nodes, and thus have trained personnel trained in the new tools of the computer system F.R.U.D.I. so as to achieve a uniform management and under the same strategic guidelines throughout the province.

The contracting of consulting services is proposed to achieve the following objectives, through the general activities proposed:

- Functional reengineering and technological upgrade of the SIAT modules, developed.

- To carry out the functional reengineering of the components that are still in client-server technology, to be implemented in web enabled technology.

- Selected SIAT modules developed, approved, implemented and commissioned.

- Carry out the development, implementation and start-up of the following SIAT modules

- Tax Settlement Subsystem: development of a new Tax Settlement Center for the issuance of provincial tax obligations. 

- Settlement Distribution Subsystem: development of a new component for the management, distribution and follow-up of tax settlements.

- Auditing Subsystem: reengineering of the current auditing system incorporating the electronic auditing modality.

- Judicial Management Subsystem: including the processing and management of debt and enforcement notices.

- To train agents of the Tax Collection Agency of the Province of Río Negro in the functionalities, operation and administration of the new components developed.

- Develop the mobile application for taxpayers to carry out tax procedures via smartphones, developed.

- Develop the mobile application for selected tax procedures of the SIAT, for taxpayers.

- To train agents of the Tax Collection Agency of the Province of Río Negro in the functionalities, operation and administration of the new applications developed.

The project is expected to last 18 months, including 6 months of corrective and evolutionary maintenance.

Consultants may partner with other firms in the same category, with similar capabilities and business objectives, in order to improve their qualifications. In addition, interested parties must submit the following documentation: (a) a written statement of their interest in participating; (b) constitutive documentation evidencing the nationality of the firm - eligibility -, proof of registration and power of attorney of the signatory; c) in the case of a joint venture, consortium or similar, proof of intent to form a joint venture, and information on the firms with which the joint venture will be formed, attaching the constituent documentation of each firm, and indicating which firm will be the representative of the association; d) list of similar works in technical complexity, executed in the last 10 years, indicating for each one of them: place, description of the works performed duly certified by the contracting authority, duration of the project, approximate contract amount in U$S, assigned work team (names of officers and key personnel: Project Director/Coordinator, work group leader, participants and functions performed). 

It is proposed to use part of the proceeds of this loan to make payments under the Contract for the Acquisition of Goods for the Technological Infrastructure for the Entities Related to the Port Component of the SW.

Qualification requirements include:

Overall Sales Volume: The Offeror shall demonstrate in two years (2018 and 2019 or 2019 and 2020 or 2020 and 2021) that could be interleaved, to have had cumulative sales for a minimum amount of US$ 605,048.06 (Six Hundred Five Thousand and Forty Eight with 06//100 US Dollars); for which it shall provide documented evidence.

For national bidders: audited Financial Statements or the Financial Statements submitted to SUNAT with its due proof of presentation and payment (PDT of the Sworn Statement of Annual Income Tax payment for fiscal years (2018 and 2019 or 2019 and 2020 or 2020 and 2021) or cancelled invoices accompanied by its proof of conformity without having incurred in penalty in said years (2018 and 2019 or 2019 and 2020 or 2020 and 2021).

This project seeks to support the effective, preventive and facilitating control of Public Management, being the Comptroller General of the Republic, the most important entity for the improvement of public management of all State institutions; consequently, the country will strengthen the capacity of its Control functions of the Comptroller General of the Republic - CGR, and with this project aims to promote actions that will improve its capacity.
